    Spain’s Council of Ministers approved the Royal Decree modifying the regulation of the railway sector and completing the transposition of Directive 2012/34/EU of the European Parliament establishing a single European railway area.
    The Rail Sector Act, now amended, already obliged railway companies to keep separate accounts for freight services and prohibited them from transferring funds received as compensation for public service obligations to other activities.
    The new Royal Decree requires rail companies and railway infrastructure managers to prepare their respective accounts separately. This, the government assures, will avoid the transfer of public funds paid for infrastructure management to rail transport activities and vice versa.
    The Ministry of Public Works, in a complementary manner, has granted competence to the National Commission of Markets and Competition (CNMC) to request statistical and accounting information from railway infrastructure managers, operators of service facilities and railway companies.
